Luis J. Sánchez Mercado is a trial attorney with over 26 years of experience as a civil litigator and independent practitioner, specializing in Construction Law, Eminent Domain, Public Procurement, Government Contracts, Municipal Law, Zoning Law, and Administrative Law. Throughout his career, he has provided high-quality legal services to both public and private sector clients, delivering effective, timely, and cost-efficient legal solutions. He has held prominent positions in both public service and private practice. He served as legal advisor to multiple Puerto Rico municipalities, including Aguadilla, Mayagüez, Añasco, Cabo Rojo, Moca, and Aguada, advising on civil and administrative cases, permits, land use, and federal urban development and infrastructure projects. He previously served as Director of the Complaints Cell and Trial Attorney at the Permits and Regulations Administration (ARPE) in Mayagüez, and as Administrative Assistant and Legal Advisor at the Governor's Office of Legislative Affairs at La Fortaleza. He is highly skilled in managing complex litigation, appellate advocacy, and strategic legal counsel, with notable achievements in multimillion-dollar construction disputes, eminent domain proceedings, and public procurement projects.
