Attorney Juan David Echevarría Nieves is an attorney and notary public licensed in the Commonwealth of Puerto Rico. He is also a VA-accredited attorney before the U.S. Department of Veterans Affairs and is admitted to the U.S. Tax Court.

He holds a Bachelor of Business Administration with a concentration in Marketing from Universidad Metropolitana, summa cum laude, as well as a Master of Business Administration with a concentration in Marketing, summa cum laude. He earned his Juris Doctor from Pontificia Universidad Católica de Puerto Rico.

A veteran with over two decades of service in the U.S. Army and the Puerto Rico Army National Guard, he rose to the rank of First Sergeant (1SG), holding leadership roles in recruitment, retention, and career transition and guiding the professional paths of thousands of soldiers. His service earned decorations including the Meritorious Service Medal, the Army Commendation Medal (5th Award), and the Army Achievement Medal.

That discipline, rigorous preparation, and commitment to the mission define his legal practice today and give him firsthand insight into the challenges veterans and their families face. Sánchez Mercado is a trial attorney with over 26 years of experience as a civil litigator and independent practitioner, specializing in Construction Law, Eminent Domain, Public Procurement, Government Contracts, Municipal Law, Zoning Law, and Administrative Law. Throughout his career, he has provided high-quality legal services to both public and private sector clients, delivering effective, timely, and cost-efficient legal solutions.

He has held prominent positions in both public service and private practice. He served as legal advisor to multiple Puerto Rico municipalities, including Aguadilla, Mayagüez, Añasco, Cabo Rojo, Moca, and Aguada, advising on civil and administrative cases, permits, land use, and federal urban development and infrastructure projects. He previously served as Director of the Complaints Cell and Trial Attorney at the Permits and Regulations Administration (ARPE) in Mayagüez, and as Administrative Assistant and Legal Advisor at the Governor's Office of Legislative Affairs at La Fortaleza.
